Public Comment Period is Open on the Intended Use Plans and Hardship Policy

Blue Mt Reservoir - 311709165_778002136602904_3703919217797793586_n copy.webpThe New York State Environmental Facilities Corporation (EFC) and the Departments of Health (DOH) and Environmental Conservation are pleased to announce the Draft Intended Use Plans (IUP) for the State Revolving Funds are now available for public comment. These documents outline proposed funding priorities and program policies for the upcoming year, including updates to the Clean Water State Revolving Fund Hardship Policy that defines eligibility criteria for interest-free financing.

ABOUT THE INTENDED USE PLANS 

The Intended Use Plans are documents annually prepared by EFC and DOH to outline the planned use of the Clean Water and Drinking Water State Revolving Funds. The Intended Use Plans act as roadmaps for how the State plans to allocate and use the funds to improve water quality and infrastructure in the state.

The Intended Use Plans detail:
  • Funding priorities: The projects that will be eligible for funding in a given year. This often includes projects that address water pollution control, compliance with the state and federal laws, and projects aimed at improving water quality in specific communities.
  • Project ranking: The Intended Use Plans prioritizes projects based on factors such as health risks, environmental impact, and readiness to proceed, including the development of acceptable engineering reports and construction schedules.
  • Funding distribution: It describes how the funding will be allocated across different projects.
